ABATE of Indiana Board of Directors Meeting
June 17, 2006 --- Lawrence County Recreation Park (Revised June 27, 2006)
Jay Jackson called the meeting to order at 12:10 pm. Those present were: Region 00-Teresa Bodle, Region 03-Jerry Brown, Region 04-Tom Rich, Region 05-Elmer Brown, Region 06-Angel Sherer, Region 07-Dennis Tyger and Bill Schoentrup, Region 08-Terry Penn and Brian Smiddy, Region 09-Rick Meadors, Region 10-Lenny Stancombe, Region 11-Kenny Casey, Region 12-David Hawkins, Region 13-Eugene Abbott, Ad Com-Gary Williams, Sr., State Office-De Dillon, Kim Tyger, Tina McCormack, LCRP-Bob Dillon. Also present were: Dave and Suzy Lewis, Back Stage Security-Mark Fleming. Members-Carl Brown, Greg Turner, and Linda Mahurin.
All rose for the Pledge of Allegiance.
ITEM#1: De Dillon reviewed the financials for April and May.

ITEM #2: Minutes were approved via electronic submission.
ITEM#3: Jay discussed topics for the legislative agenda for 2007. Topics included: lane splitting, right of way legislation, anti-discrimination language, red light legislation and defining exactly what a motorcycle is. Should there become a need for any legislation on these issues; we need to know where we stand. Angel Sherer stated that if you call the local authority/street department concerning red lights not responding to motorcycles, they may recalibrate those lights.
Jay talked about the recent motorcycle accident involving Ben Roethlisberger and how this incident has become world news discussing helmet laws. There has been little to no mention of awareness issues.
Michigan helmet law legislation has passed both House and Senate and is sitting on the Governor’s desk. 1500 people convened on the lawn at the State Capital chanting “Free Michigan” to support the repeal of the helmet law. Some members of ABATE of Indiana were in attendance.
Rod Taylor and ABATE of Illinois have filed an injunction to prohibit the Illinois Governor from raiding funds earmarked for rider education to other aspects of State Government.
The Governor’s ride was held on June 9th and 10th went from Indianapolis to South Bend and then on to Crown Point. A meager to fair showing of motorcyclist came out for the event. Governor Daniels went on record stating that he does not support a mandatory helmet law although he does wear one. Support in the South Bend area was low. As a motorcyclist in the state, this was a good opportunity to get out and meet with the Governor. We are fortunate to have a Governor that supports motorcycle issues.
Preliminary results are in on the survey from CATS. It is expected that the findings will be available sometime in July.
ITEM #4: Dennis stated that Ad Com met electronically to discuss financials for April and May, Boogie, and the Grant proposal. Gary Williams, Sr stated that the grant application has been submitted. DNR has met with Jay at LCRP to get a first hand view of the property. It is anticipated that it will be six to eight weeks before we can expect disbursement of funds. Because of that and some recent natural disasters putting a hold on lumber, the new shower houses and bathroom facilities will not be ready in time for this years Boogie.
A motion was made to make the Indiana Children’s Wish Fund the 2007 State Charity.

ITEM #5: New examiners were trained for conducting BMV Alternate MOST skills testing. New sites have been established in Elwood and Richmond.
The Bloomington site for MSD has been relocated to Martinsville High School.
The new highway bill “SAFE TEA LU” has language to support motorcycle safety. Meetings are underway to work out the details of funding proceeds.
ITEM #6: Teresa Bodle presented the recommendations from the By-Laws meetings for review. Also handed out were notes from the by-laws meetings pertaining to written policy.

Kim Tyger reported on the Meeting of the Minds stating that there is still a great need for sponsorship.
Members of the Honorary Committee were not available to give a report.
Jay stated that the office has not received any questions or concerns in regards to MainSource Insurance becoming the recognized company for ABATE.

ITEM #7: Jay attended the Federal Highway Administration meeting in Colorado this week to work on a motorcycle crash study. The meeting was convened to discuss the method for collecting data, what data to include, and questions the study should answer. This will be an ongoing project that may take several years.
Teresa Bodle mentioned that she had heard from several members stating that they had not received their membership cards after sending them in several weeks earlier. She stated that Mary told her that some of them were being held because of the Bloomington site. Kim assured her that as of Friday, June 16th, all memberships that had been received in the office were mailed out.

Meeting began at 2:20. Those present were: Region 00-Teresa Bodle, Region 02-Doug Kreag, Region 03-Jerry Brown, Region 04-Tom Rich, Region 05-Elmer Brown, Region 06-Angel Sherer, Region 07-Dennis Tyger and Bill Schoentrup, Region 08-Terry Penn and Brian Smiddy, Region 09-Rick Meadors, Region 10-Lenny Stancombe, Region 11-Kenny Casey, Region 12-Dave Hawkins, Region 13-EugeneAbbott, Back Stage Security-Mark Fleming, Roadkill Roadcrew-Donny Shafer, Medics-Steve Downey, Vendor Co-coordinators-Mike Strode and Herb Archer, ABATE Products-Debbie Archer, Security-Bob Coffey, Fire Department-Bill Rains, Beer Garden-Tina McCormack, State office-De Dillon, Kim Tyger, LCRP-Bob Dillon, Dave and Suzy Lewis, Linda Mahurin, Carl Brown, and Greg Turner.
The staff t-shirts this year will all be the same with all region’s logo on the back. A design was passed around for everyone to view. These shirts will not be available for purchase. Estimates on t-shirt numbers and sizes are needed.
Each regions and crews submitted their requests for supplies.
Requests for backstage passes need to be submitted. Please indicate who your passes will be for.
Permanent markings for the $100 RV spots were discussed. This likely will not be in place for this year. A suggestion was made that if someone reserved two RV spots that they be given two stickers. Bill Raines asked that we be sure to leave room between RV rows for a fire truck to get through. In the $50 spots there will be an access and egress road.
Arm wrestling will move into the Region 13 shelter house.
All constructed shelter houses will be on the new Boogie map.
Bill Raines discussed need for oxygen equipment and specialized golf carts for transporting patients in the prone position. (Regulators for D cylinders)
Regions 8 and 9 will be working together to cover parking of both cars and RVs with Terry Penn taking the lead on this duty. Region 03 and Region 09 will be covering the graveyard gate duty.

MOTIONS
Motion 1: Motion was made by Kenny Casey and seconded by Eugene Abbott to approve the financials for February and March. Vote was unanimous. Motion carried.
Motion 2: Motion was made by Kenny Casey and seconded by Terry Penn to make the Indiana Children’s Wish Fund the 2007 State Charity. Regions 00, 03, 09, 10, 12 voted no. Regions 04, 05, 06, 07, 08, 11, and 13 voted yes. Vote was 7 yes and 5 no. Motion carried.
Motion 3: Motion was made by Dennis Tyger and seconded by Kenny Casey to approve the second reading of by-laws 1-6. Vote was unanimous. Motion carried.
Motion 4: Motion was made by Dennis Tyger and seconded by Jerry Brown to approve the first reading of by-laws 7 to the end. Vote was unanimous. Motion carried.
Motion 5: Motion was made by Teresa Bodle and seconded by Jerry Brown to adopt MainSource Insurance as the State recognized insurance program. Region 10 voted no all others voted yes. Motion carried.
Motion 6: Motion to adjourn was made by Rick Meadors and seconded by Eugene Abbott. Motion carried. Vote was unanimous.
